Dr. Turner will attend the ASEAN Credit Reporting Convention hosted by the National Bank of Cambodia (NBC) and Credit Bureau Cambodia (CBC).
With Cambodia holding the current Chairmanship of ASEAN, the NBC in collaboration with the CBC will indeed be organizing the first ever ASEAN Credit Reporting Convention in Siem Reap, Cambodia with the support of several organizations including the Business Information Industry Association (BIIA) and the International Finance Corporation (IFC). The goal of this convention is to bring together regulatory and industry stakeholders on a single platform to discuss important issues that impact credit information and credit risk industries.
With this in mind, Dr. Turner will be giving a talk entitled “Alternative Data and Alternative Scoring inside Credit Reporting Credit.” This talk will focus on what alternative data is, how it is being used, and what benefits arise in including alternative data in credit reporting systems. Accurate and complete credit data is integral to the overall safety and soundness of the economy as well as post-pandemic economic recovery. Data suppression in the wake of COVID-19 has been a hot topic in our field today, however research shows data suppression is more harmful for consumers and credit economies than not reporting accurately with consumers in accommodation programs. In July 2020, PERC wrote a report titled Addition is Better than Subtraction: The Risks from Data Suppression and Benefits of Adding More Positive Data in Credit Reporting finding that “that data suppression/deletion measures put forward in some proposed legislation addressing the economic fallout of COVID-19 was more likely to harm borrowers than to help them.” The report also found that lower-income and minority borrowers would be most harmed by data suppression.

From September 6 through September 8, PERC's Director of International Operations Dr. Robin Varghese attended and presented at the Expanding Financial Access Through Regional Public-Private Cooperation Forum for regulators and policymakers in Tokyo. The forum was sponsored by Citigroup, and co-organized by a number of organizations including APCC, PERC, the APEC Business Advisory Council (ABAC) and the Asian Development Bank Institute (ADBI) to name a few. Policymakers and regulators from more than a dozen APEC and /or ASEAN member states were in attendance.APCC and PERC organized the second day session on "Improving Information Sharing and Prudential Lending for Greater Financial Inclusion." PERC's Dr. Robin Varghese presented on “How Information Sharing Can Improve Access to Finance for SMMEs: Some Lessons for APEC Economies” at a Seminar On “Getting Credit For Small And Medium Enterprises.” The seminar, part of the Ease of Doing Business (EoDB) program, aimed to deepen knowledge of utilizing credit information to establish a better credit access environment. Vaghese chaired working group sessions on information sharing and credit access for regulators from twenty-one countries. The meetings were part of the APEC Third Senior Financial Officials Meeting.
